- On the evening of August 20, Tengyuan Cobalt (301219) released an
announcement regarding external investment. The company plans to build a
project with an annual production capacity of 160,000 tons of sulfuric acid
from sulfur, supporting 5,000 tons of sulfur dioxide and a 5.3MW steam
turbine power generation project within the factory premises in Kolwezi,
Lualaba Province, the Democratic Republic of the Congo (DRC), through its
holding subsidiary Hechuang New Energy. The total investment for the project
is 18 million US dollars. The project covers a land area of 58 mu
(approximately 3.87 hectares) and includes facilities such as sulfur storage
warehouses, sulfur melting and burning systems, acid production units, and
waste heat steam turbine generator sets. The overall construction period is
approximately 13 months; specifically, the sulfuric acid unit has a
construction period of 11 months and is expected to start acid production in
August 2027; the supporting power generation facility has a construction
period of 13 months and is expected to start generating electricity in
October 2027.The funds will be contributed proportionally by the
shareholders of Hechuang New Energy according to the 60:40 equity ratio.
Tengyuan Cobalt will contribute 10.8 million US dollars, and the partner
SAWA will contribute 7.2 million US dollars. The source of funds is
self-raised capital. This investment does not change the equity structure of
the target company, does not constitute a major asset restructuring, and
does not require submission to the shareholders' meeting for
deliberation.Sulfuric acid and sulfur dioxide are core auxiliary materials
for the hydrometallurgical smelting of cobalt and copper. Local chemical
supporting facilities in the DRC are weak, and the costs of purchasing
sulfuric acid externally and logistics are relatively high. Upon completion
of the project, the company can achieve self-sufficiency in key smelting
auxiliary materials, reducing external procurement and transportation
expenses. By relying on waste heat recovery and power generation from the
acid production unit, the company aims to improve the level of
self-sufficiency in electricity at the plant site, reduce diesel power
generation consumption, and ensure the stability of raw material and energy
supplies for the overseas hydrometallurgical smelting base. The company also
cautioned that the project is located overseas and carries risks regarding
geopolitical policies, sulfur raw material supply, construction progress
falling short of expectations, and safety production. |
